Bumps the release, assembly, README compatibility note, and version assertion from 0.1.2 to 0.1.3 so the published artifact does not regress below the already deployed FileVersion 0.1.3.0. Validation: locked restore; dotnet format --verify-no-changes --no-restore; dotnet build --no-restore; dotnet test --no-restore (15/15). The existing System.Diagnostics.EventLog assembly-resolution warning remains unchanged.
