Added systemd files for packages (used for aur/netconsd)

  • systemd.service
  • sysusers for user creation
  • tmpfiles for netconsd logger module output

merging is blocked due to unrelated CI failures. I just fixed that (hopefully). If you rebase this, next submission should be green signals.

packit configs need updating, I'll fix this on Monday. Nothing for you to do here, I think I can just re-run those checks, and then this will be mergable. Sigh, how did we let this repo get in this state.. Apologies for the long wait on such a trivial diff, I haven't been paying attention to this at all.

You might see some noise about this being reverted, don't worry, I'll cherry-pick it back.
Our syncing of github commits to our internal tree broke, and this is unfortunately the only way to fix it.

Once all this mess is sorted, I'll tag a release.
