Need to be able to use registry server to find all added or updated feature views since timestamp. This is to support getting diffs of feature registry.

Want to add new filtering parameter on registry server that allows to search by last updated timestamp.
Describe alternatives you've considered
Currently, you can get a diff using S3 or file based feature registry but SQL based feature registry is more scalable and ACID compliant.
