Remove the server relay watchdog module, its tests, and watchdog-only test dependencies. Servers will use native iroh relay recovery without a timed endpoint rebuild; the client RebuildableEndpoint API remains available.
Bump flexaccess-iroh to 0.0.5 and link the shared incident history and workaround restoration guide. This does not claim that iroh 1.1.0 fixes the historical permanent stall.
Validation: cargo clippy --all-targets --all-features -- -D warnings; cargo test -q --all-features (17 tests passed).
