Remove the server relay watchdog and timed endpoint rebuilds so relay outages rely on iroh 1.1.x native recovery and do not periodically disconnect healthy direct clients. Adopt flexaccess-iroh v0.0.5, remove the obsolete server rebuild plumbing, and link the incident history and restoration instructions. Client reconnect recovery remains unchanged.
Bump flextunnel from 0.0.75 to 0.0.76 for release.
Validation: Linux cargo clippy and cargo test -q passed for the implementation; final versioned checks are running. Tunnel-rs relay-only integration tests passed all nine scenarios. The original Cloudflare idle-reset incident was not reproduced.
