This pull request updates the Dependabot configuration in .github/dependabot.yml. The gradle-plugin dependency group is split into two separate groups: kotlin-gradle-plugin and gradle-plugin. This change separates the update patterns for org.jetbrains.kotlin:kotlin-gradle-plugin and com.android.tools.build:gradle, which will result in individual pull requests for each dependency, aiming to reduce merge conflicts.

`gradle-plugin` dependabot PRs touch so many plugins, by the time testing is done for the entire PR, _one_ of them will inevitably have a CHANGELOG conflict. Example: flutter#10264 Split dependabot group into two: `kotlin-gradle-plugin` and `gradle-plugin` since, though spiritually they are similar, since sometimes packages will require update to `gradle` but not `kotlin-gradle-plugin`.
