CONFIG_NETFILTER_NETLINK_QUEUE=m was missing entirely. CONFIG_NETFILTER_XT_TARGET_NFQUEUE=m was commented out with invalid Kconfig syntax (#CONFIG_ instead of # CONFIG_), so make defconfig silently ignored it. Required by the Jimber SASE agent for netfilter queue packet inspection.
