Align active control manifests and GridCore UI

Summary

• remove two snack bridge blocks that referenced nonexistent CeetexMCPController code
• update the canonical program layout from mcp to control
• replace GridCore UI copy claiming 10 MCP tools with the actual six GridSmith workflow skills
• remove seven empty local mcp directories

Verification

• clean workspace build passes
• 188 Node tests pass
• 198 Python tests pass, with 33 existing skips and 2 existing warnings
• scoped active-code audit finds no old manifest, controller, UI, or program-path claims
