[Feature Request] Implement `sla` option

My team is using this library to submit jobs to our LSF cluster; one of the features we're missing is the ability to submit jobs through an SLA.

I notice that it is intended to be implemented, based on this; I was wondering if this was still the case.

If so, is there a projected timeline on when to expect it? If it's not, I would like to know so I can explore options with the team, whether we have to try and add it ourselves or otherwise.

We are not actively developing this library right now, but the author, @vasiliy-bout, might be able to comment, or at least suggest how to build this support, if it's a lot of work or not. Then if you guys decide to implement and send in a PR, we'd be happy to review and merge, and everyone benefits :)

Thanks for the response! If there's any information about what would be required to implement it (even if it's really high level), that would be helpful in deciding if the team should go that route.

I've managed to look into what is needed, and prepared a branch sla-option-support with some changes to support "sla" option (corresponding PR is #5).

Unfortunately, some time ago we have lost access to IBM LSF installation, and since that time we cannot test this library and even cannot compile JNI code against LSF header and object files.

@allanbolipata it would be very helpful if you could test the changes in the branch, and also provide us with the documentation string we could put to the Java field declaration. Maybe you could make a fork, polish the branch, and then we will be able to merge it back.
