[v11] Do not double gate `actionFormDataAttributes`

Currently users need to double opt-in to this via actionFormDataAttributes + sendDefaultPii, but the spec says that integration options should be able to override the data collection behaviour.

What we want is to gate the collection behaviour with actionFormDataAttributes OR dataCollection: { httpBodies: ['incomingRequest'] }
