Add `navigation.route.id` attribute to routing instrumentations

Needs getsentry/sentry-conventions#468 to be merged, released and deployed first.

This attribute should carry the custom route name or id users can set in routers like Vue Router or React Router. It will be preferred by span description inference in Relay over the url.template attribute.
