Create `@sentry/angular-ivy` Package

Problem Statement

To provide support for Angular's Ivy rendering engine, we need to create a new SDK package, as making @sentry/angular compatible with full Ivy support would be a breaking change.

This issue tracks all necessary tasks until this package is released
