ISR in next does not work because of headers() usage #7664

Steps to Reproduce

  1. Create a page in next v13 with appDir
  2. Enable ISR by setting up generateStaticParams function

Expected Result

The page works as expected.

Actual Result

headers() is used which by default fallbacks page to dynamic SSR.
