This PR adds a unified warning message for when spans are dropped via beforeSendSpan, which will be deprecated in v9.

closes#14335

This PR adds a unified warning message for when spans are dropped via beforeSendSpan, which will be deprecated in v9.

This PR adds a unified warning message for when spans are dropped via beforeSendSpan, which will be deprecated in v9.
