Migrate argv to span first

argv defines a global event processor. We should determine if we want that data on v2 spans and if so, port it.

Opened getsentry/sentry-conventions#327. If accepted, I'll make a PR to set process.command_args on segments.

We had to revert since array attributes are not supported yet. When they are, just reuse the same PR.
