The two tests that cover the Claude resume-handshake fix (upstream pingdotgg#5710, already on turbo) each seed their session with an inline Effect.runPromise(harness.engine.dispatch(...)). That pushed apps/server/src/orchestration/Layers/ProviderRuntimeIngestion.test.ts from 31 to 33 manual Effect runtime calls — one past the no-manual-effect-runtime-in-tests baseline in oxlint-plugin-t3code — so vp check fails with two errors on this branch and on the upstream PR.

The harness already wraps its other runtime entry points (readModel, drain), so this wraps dispatch the same way: one dispatch helper built next to the engine, used for the three seed commands inside createHarness and exposed on the harness for the two new tests. The file drops to 29 occurrences, back under the baseline, without weakening the ratchet by bumping the number.

Test-only; no production code touched, no behavior change.

Verification

  • vp check: 0 errors (was 2)
  • ProviderRuntimeIngestion.test.ts: 47/47
  • ClaudeAdapter.test.ts: 67/67
  • apps/server typecheck: clean

Unrelated, pre-existing:pnpm --dir scripts turbo:customizations:verify fails on clean turbo — the multi-chat-pane-workspace seam points at apps/web/src/components/SidebarV2.tsx, which no longer exists. Not touched by this PR; worth a separate manifest remap.

Model and harness: Claude Opus 5 (1M context) in Claude Code.

The two tests that cover the Claude resume-handshake fix (upstream pingdotgg#5710, already on turbo) each seed their session with an inline Effect.runPromise(harness.engine.dispatch(...)). That pushed apps/server/src/orchestration/Layers/ProviderRuntimeIngestion.test.ts from 31 to 33 manual Effect runtime calls — one past the no-manual-effect-runtime-in-tests baseline in oxlint-plugin-t3code — so vp check fails with two errors on this branch and on the upstream PR.

The harness already wraps its other runtime entry points (readModel, drain), so this wraps dispatch the same way: one dispatch helper built next to the engine, used for the three seed commands inside createHarness and exposed on the harness for the two new tests. The file drops to 29 occurrences, back under the baseline, without weakening the ratchet by bumping the number.

Test-only; no production code touched, no behavior change.

Verification

  • vp check: 0 errors (was 2)
  • ProviderRuntimeIngestion.test.ts: 47/47
  • ClaudeAdapter.test.ts: 67/67
  • apps/server typecheck: clean

Unrelated, pre-existing:pnpm --dir scripts turbo:customizations:verify fails on clean turbo — the multi-chat-pane-workspace seam points at apps/web/src/components/SidebarV2.tsx, which no longer exists. Not touched by this PR; worth a separate manifest remap.

Model and harness: Claude Opus 5 (1M context) in Claude Code.
