Implement saving drafts of inline comments.

Sometimes I'm writing an inline comment and I need to look at another file. I double-click on the new file to open it, and it replaces the current diff, wiping the comment that I'm in the middle of writing.

It would be good to save comments as the user is typing them as drafts and restore them when the diff is re-opened.
