[Bug] missing custom ql packs

codeql-config.yml is referencing packs under a subfolder scope, but this folder and its files do not exist in this repo template. Also the init and analyse v1 are depreciating, the template needs to update to v2

I've been struggling to use this so called training for the last hours by trying to make it work and not learned anything meaningful except that CodeQL as a product is a pain to use and docs are lacking...
