Fix the Extended CI configure failure by allowing fetched xsimd to participate in installation/export. TinyML::Extended publicly depends on xsimd, so suppressing xsimd installation left the exported target graph invalid. The branch diff is limited to XSIMD_SKIP_INSTALL ON -> OFF.
