Update openapi_operations.yaml

Ideally, contributor PRs should not ever need to update openapi_operations.yaml, as we would like the moderators to keep it up-to-date to avoid any confusion (e.g. it should never be hand-edited by any contributor).

This PR updates the file so that #3718 will not need to.
