It may be some time before we can reconfigure our test project(s) to allow permissions for non-google.com folks.

I propose we use cloud-developer-relations@google.com, which is intended for interacting with the public and most Googlers who support this client are members of but don't have email enabled, so it should be less of a spam risk.
