Adds a minimal
pull_requestCI gate (detected stack: bazel).Without a check on the PR, dependency updates can never auto-merge
(
require_green_ci: true,merge_without_checks: false), so Renovate PRsaccumulate here indefinitely. This is the smallest gate that makes them
self-merging again.
It is intentionally minimal — one
ubuntu-latestjob, build + test, no OSmatrix. Tune it freely; the control plane never overwrites an existing file.
