The v0.3.1 Marketplace publish hit an Azure DevOps outage mid-flight: linux-x64 and linux-arm64 landed, then darwin-arm64 timed out and the remaining 3 covers never ran. Re-running fails because vsce publish --packagePath sends all 6 in one call and bails on the first "already exists" error.

This changes the publish step to publish each platform individually:

  • Success → continue to next
  • "already exists" → skip (it landed in an earlier partial run)
  • Any other error → mark failure, continue to remaining platforms, fail the step at the end

Idempotent re-runs are now safe. After merge, re-running the failed publish-marketplace job on run 33685444180 will skip linux-x64/linux-arm64 and publish the remaining 4.
