Fast-follow to #68 from Kate's live testing:

The tabs column no longer flex-fills the window. It owns a persisted width (default 400px) with a start-edge resize handle down to 240px; the chat column takes the remainder. The old chat-edge session-width handle is removed (the panel is the thing you size now).
Vault by default. An open column with nothing to show used to sit on "Select a file to open" — it now fills with the vault, and closing the vault tab with nothing else open closes the column.
The "vault button does nothing" bug — reproduced with a Playwright probe: closing the column via the panel toggle left the vaultPanel store open, so the titlebar button's next press toggled an invisible state. Column close now closes the store; every press has a visible effect. (The Status button was verified working — popover opens.)
Pending rail chips (Pulse/Device before they exist) carry title/aria-label explaining what creates them — an unexplained dead chip reads as a bug.
