no model_index.json for flux tools

cannot load any flux tools pipelines (fluxfill, fluxcontrol, etc) all throw a model_index.json missing error.

it's because our checkpoints PRs are not merged yet - so you can find all the info you need to run the models now on the PR description here #9985 (comment)
