This workflow now runs for pushes to every branch, but it has no concurrency group. A burst of pushes can start many SMTP jobs in parallel. The five-minute timeout limits each job; it does not limit overlapping jobs. Add an explicit policy to serialise, coalesce, or cancel notifications before re-enabling all-branch delivery.
