What should this feature add?

The ability to force vae and clip to cpu to be used on ram instead of vram

Similar to the way the force nodes work but with a toggle button for people to enable at will.

I would like this as well, on my AMD GPU that is semi-defective seemingly CPU VAE is only way to get a somewhat stable experience
