A new GitHub repository for

NOTE: Once we have
versioned_docs/version-v7, those should perhaps point to https://github.com/ionic-team/capacitor-plugins/tree/7.x/haptics instead, as the new repo does not contain much history prior to Capacitor 8. That will be in a separate PR.
