This PR deploys the RabbitMQ Cluster Operator, Messaging Topology Operator, and related configuration required by UOP, Allocations, and FAP Results Letters to the dev fallback cluster.
Currently, the dev UOP is unable to connect to RabbitMQ, Grafana logs shows connection errors. This change aims to provide the required RabbitMQ setup in the fallback cluster and restore connectivity for the affected applications.
