update build files for release 0.17

Update knative.dev site build to include new release-0.17 branch. Also:

• Added/copied an enhancement i added in Revise build process to reduce amount of file moves and preparation #155, into our current build to reduce the number of files we need to touch for each new release (for the time being until the many improvements mentioned in Revise build process to reduce amount of file moves and preparation #155+ get implemented)

• Add "searchable" labels/flags to indicate what and where version numbers need updating each release
