What this PR does / why we need it:

Fixes release note rendering so PRs marked release-note-none stay out of the generated document even when a release notes map exists for the PR. The document builder now skips any note marked DoNotPublish, regardless of whether it was mapped.

The tests cover unmapped release-note-none notes, mapped release-note-none notes, and mapped notes explicitly suppressed with releasenote.do_not_publish: true. The map documentation also clarifies that merely adding a map does not clear a PR-level release-note-none exclusion.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

What this PR does / why we need it:

Fixes release note rendering so PRs marked release-note-none stay out of the generated document even when a release notes map exists for the PR. The document builder now skips any note marked DoNotPublish, regardless of whether it was mapped.

The tests cover unmapped release-note-none notes, mapped release-note-none notes, and mapped notes explicitly suppressed with releasenote.do_not_publish: true. The map documentation also clarifies that merely adding a map does not clear a PR-level release-note-none exclusion.

Hi @SaaiAravindhRaja. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work.

Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
