Problem
The ColumnSlice lifecycle introduced in #8660 should not ship while the caller-managed replacement in #8923 is being developed.
Behavior
Reverts #8660, removing column-slice stitching and encoded-file concatenation and restoring the previous binary-copy compaction implementation.
