Reduce startup context by moving Papercuts' evidence and maintenance procedures into references with explicit read-before-action triggers, while keeping the logging workflow and safety boundaries inline. Shorten Read the Room's wording and supply each plugin's absolute skill directory once instead of repeating it in reference links; its agent-response guide remains injected.
Measured decoded hook output at the same repository path:
Validation: both plugins' test and validation entrypoints,
npm test,npm run validate, andgit diff --checkpassed. Hook tests cover relative references from unrelated working directories with spaces, selective injection, session sources, and invalid policy files. Content review checked retained instructions and reference-loading triggers; live model behavior was not tested.Papercuts' existing stale-lock concurrency test failed intermittently during verification. The same failure reproduced on unchanged HEAD; the full suite passed on rerun. This PR does not modify the lock implementation.
