Use .nupkg artefact from libgit2/libgit2sharp#1651 This is a temporary solution. We'll update to reference an official release when available.

In order to better support using LibGit2Sharp from inside of Visual Studio, we need to switch to
net46instead ofnet461. See github/VisualStudio#1849 (comment) for details.
