Make Fee Estimator more flexible #2659

Currently there is only a few confirmation targets that the user can configure. A more flexible api would be to instead give an intent to the user of why you need a fee rate and the user can give one based on that. This would allow the user to have different priorities for different actions, rather than being forced to use what ldk decides.
