Summary

Phase 3 of Reports & Projects Restructuring Initiative: implement archive workflow design, create CI validation for project linking, and update documentation.

Changes

1. Archive Workflow Design (.github/ARCHIVE_WORKFLOW_GUIDE.md)

  • Complete manual archive process with step-by-step guide
  • .archive-status.md template for tracking project completion
  • Testing and rollback procedures
  • Batch archive support

2. CI Validation (.github/workflows/validate-project-linking.yml)

  • Validates all active projects have Related Issues section
  • Flags orphaned projects with PR comments
  • Issue number format validation

3. Documentation Updates (CLAUDE.md)

  • New Project Management & Archival Process section
  • Archive process step-by-step guide
  • Linking standard with format examples
