Fixes#4240.

The intent/verdict judges each expose a single tool but pinned it with a specific-function tool_choice, and some providers (Azure gpt-4.1 in particular) intermittently returned truncated tool-call JSON on that path, raising "ValueError: EOF while parsing a string". I changed both judge calls to use tool_choice="required", which forces the one available tool without triggering that failure mode, and added unit tests covering both judge paths.

I could not fully run the suite in my environment, so I kept the change tightly scoped to the issue; a CI run would confirm it.

Fixes#4240.
The intent/verdict judges each expose a single tool but pinned it with a specific-function tool_choice, and some providers (Azure gpt-4.1 in particular) intermittently returned truncated tool-call JSON on that path, raising "ValueError: EOF while parsing a string". I changed both judge calls to use tool_choice="required", which forces the one available tool without triggering that failure mode, and added unit tests covering both judge paths.
I could not fully run the suite in my environment, so I kept the change tightly scoped to the issue; a CI run would confirm it.
