use-pro warning is unavoidable

The warning

Input 'use-pro' has been deprecated with message: use-pro is deprecated and will be removed in a future release. The pro image is now the default.

is displayed even if the action invocation does not specify it:

Hey @amh-mw can you maybe share more about your setup? I've just created a blank project with that configuration and I can't reproduce what you're seeing.

Was a bit hasty, that only worked when also adding skip-startup: 'true'! Still investigating and will come back to you

My original yaml was

  - uses: LocalStack/setup-localstack@v0.3.0
    with:
      image-tag: latest
    env:
      LOCALSTACK_AUTH_TOKEN: ${{ secrets.LOCALSTACK_AUTH_TOKEN }}

but I dropped image-tag: latest after noticing it was the default. Perhaps there is something to whether or not any parameters are provided at all?

Edit: I just retested with both yaml provided and I get the warning for both.
