adds a changelog doc in the documentation section of the repo here https://github.com/mapbox/mapbox-unity-sdk/blob/changelogdoc/documentation/docs/05-changelog.md
Also adds a stub CHANGELOG.md at the root of the repo to point to docFX changelog.
Not sure if its bad form to not have a full CHANGELOG.md at the root, but maintaining two separate files seemed like the wrong way to go about it.
