Add a root Vitest guard for the Phase #1 workspace contract. The guard verifies required root setup files and scripts, app manifests/scripts/configs/entrypoints, and package manifests/scripts/configs/src entrypoints.
Update the project tracker so Phase #1 and Phase #31 include the workspace structure guard as evidence.

Add a root Vitest guard for the Phase #1 workspace contract. The guard verifies required root setup files and scripts, app manifests/scripts/configs/entrypoints, and package manifests/scripts/configs/src entrypoints.
Update the project tracker so Phase #1 and Phase #31 include the workspace structure guard as evidence.

Record the Phase #1 and Phase #31 completion audits in PROJECT_STATUS.md after the local control-plane release gate passed on May 8, 2026.
The update maps the monorepo/build-system and testing/evaluation strategy definitions of done to concrete repository evidence, including workspace guards, CI workflow guards, eval gates, and the release command.
