Update @typescript-eslint/eslint-plugin to ^8.70.0. Sync with main so the typescript-eslint 8.70.0 dependency tree satisfies the plugin parser peer dependency, and reconcile redundant lockfile entries.
Validation: locked dependency installation, TypeScript compilation, and all 66 extension unit tests pass. Full CI is required before merge.
