Create RFC and initial implementation for flat-index search support

Laying out the tasks here. The goal is to -

1. Provide the initial trait interface for search, index definition and knn search implementation.
2. Implement it for the full precision in-mem provider
3. Unit test and integration test the interface with the in-mem provider implemetation.
