After reviewing this more extensively, it looks like some features will be beyond what I will be able to work on, potentially needing custom execution-set-encoding or source-encoding detection. I'd better leave this up to someone else.

owacoder you can use _MSVC_EXECUTION_CHARACTER_SET, which gives you the literal encoding as a code page
You can then map code page to IANA ids.

Using publicly available documentation, i came up with

Similarly at runtime you can use GetACP and use the same mapping.
