Followup to #3445.
#5445 implemented WG21-P2674R1 is_implicit_lifetime for Clang 20, and #6095 extended it to MSVC Compiler 19.51.
When the necessary builtin becomes available for EDG, we should finish the implementation.
On 2026-03-03, VS-PR-713693 fixed VSO-2581623 "EDG should implement __builtin_is_implicit_lifetime".
