Dramatically shrink the `__KERNEL32Functions` table.

Move `__KERNEL32Functions` machinery to `winapisupp.cpp`.

Guard `__KERNEL32Functions` machinery with `#if !defined(_ONECORE)`. Fuse declaration and definition.
