Makes canHaveModifiers and canHaveDecorators public.

Related #49939

Daniel Rosenwasser (@DanielRosenwasser) If it's not too late we should probably take this for 4.8 as well.

Makes canHaveModifiers and canHaveDecorators public.

Related #49939

Daniel Rosenwasser (@DanielRosenwasser) If it's not too late we should probably take this for 4.8 as well.
