The app should be capable of pushing windows notifications when something changes on GitHub or DevOps.

• Work item state changed

We do send notifications for when one of your PR checks fails. That is presently the only notification type. We wanted to do a notification when your pull request is approved and ready-to-merge (which is probably what you want with "work item state changed"), but that is not possible without admin access to a repository. However, we could do things related to when reviews are submitted or when you get blocking or signoffs, which we would like to do in the hopefully not-too-distant-future.
