This PR handles broker connection loss by invalidating the local control channel and waking affected waiters with an error. Notification-channel termination cancels pending control I/O so teardown cannot hang.

This PR handles broker connection loss by invalidating the local control channel and waking affected waiters with an error. Notification-channel termination cancels pending control I/O so teardown cannot hang.
