The SemverChecks action will now automatically react to the PR with a 🎉 or 😕 depending on whether the PR correctly handles semver checking or not. We should revert out this PR when we make LiteBox public, so as to actually start maintaining semver checks (and forcing us to bump semver whenever things fail).

Rewrites the shared SVC/MSR handlers to back the commit b3af107 model:
TLS entries grow to 32 bytes `{ state, key, host_tls, pad }` with occupancy
tracked in an explicit `state` word (EMPTY=0, OCCUPIED=all-ones, TOMBSTONE=1)
instead of overloading the key. Guest TPIDR_EL0 values of 0 and u64::MAX are
now legal keys that probe and store correctly rather than colliding with the
old in-band slot markers.
Probes load `state` first: EMPTY ends the probe, a TOMBSTONE is stepped over,
and only an OCCUPIED slot is key-matched. The MSR found-path keeps its
insert-first ordering against signal re-entrancy: write key/host_tls, flip the
new slot to OCCUPIED (publish point), `MSR TPIDR_EL0` (linearize), then
tombstone the old slot's state last.
Adds MOVZ/MOVN/`ADD …,LSL #12` encoders (state materialization and the
264*32 = 0x2100 end-of-table bound), bumps the handler sizes to SVC 34 / MSR
56 insns, and updates the decode tests, module-doc layout table, and snapshot
to match.

The SemverChecks action will now automatically react to the PR with a 🎉 or 😕 depending on whether the PR correctly handles semver checking or not. We should revert out this PR when we make LiteBox public, so as to actually start maintaining semver checks (and forcing us to bump semver whenever things fail).

Rewrites the shared SVC/MSR handlers to back the commit b3af107 model:
TLS entries grow to 32 bytes `{ state, key, host_tls, pad }` with occupancy
tracked in an explicit `state` word (EMPTY=0, OCCUPIED=all-ones, TOMBSTONE=1)
instead of overloading the key. Guest TPIDR_EL0 values of 0 and u64::MAX are
now legal keys that probe and store correctly rather than colliding with the
old in-band slot markers.
Probes load `state` first: EMPTY ends the probe, a TOMBSTONE is stepped over,
and only an OCCUPIED slot is key-matched. The MSR found-path keeps its
insert-first ordering against signal re-entrancy: write key/host_tls, flip the
new slot to OCCUPIED (publish point), `MSR TPIDR_EL0` (linearize), then
tombstone the old slot's state last.
Adds MOVZ/MOVN/`ADD …,LSL #12` encoders (state materialization and the
264*32 = 0x2100 end-of-table bound), bumps the handler sizes to SVC 34 / MSR
56 insns, and updates the decode tests, module-doc layout table, and snapshot
to match.
