Predefine \\KnownDlls\\KnownDllPath as C:\Windows\System32 so ntdll loader initialization can open and query the known-DLL search path.

Predefine \\KnownDlls\\KnownDllPath as C:\Windows\System32 so ntdll loader initialization can open and query the known-DLL search path instead of raising STATUS_APP_INIT_FAILURE. Wine wineboot and ReactOS SMSS both create this symbolic link during boot.
